In VDS, a server is given to the user whose task is to install, configure and manage it with the user. But in VPS, managing and setting up the server is with the provider and the user does not need to have special skills to manage and work with the server. In VDS, the resources provided to the user are guaranteed, but it needs to be managed by the user. In VPS, the server has better speed and more resources.
